UCR Registration: Applicability and Annual Renewal Steps
UCR is an annual registration for covered interstate or international transport entities. Applicability and fees depend on entity category and, where applicable, vehicle count. It is neither a license plate nor MC authority, and the count is not trucks plus trailers.
In this guide
1. Confirm your entity category
Determine whether you are a motor carrier, motor private carrier, freight forwarder, broker or leasing company. Categories do not all use identical treatment. Having no trucks does not automatically remove the obligation. Use UCR's official applicability assessment. A base in a nonparticipating state does not automatically exempt a covered entity.
2. Select the correct registration year
Distinguish the current year, an earlier period and an upcoming renewal. As reviewed October 25, 2026, UCR announces 2027 registration open from October 1. Paying for 2027 does not prove 2026 compliance. Check entity, USDOT and year before entering payment information.
3. Document the permitted vehicle count
Use UCR's permitted counting method and reference period. It is not simply the equipment present in your yard today. Identify owned and leased vehicles and support any permitted exclusion for exclusively intrastate operations.
Trailers are excluded from the UCR vehicle count. Keep the vehicle list and calculation behind the selected bracket. Investigate discrepancies with displayed records instead of changing figures without support.
4. Check the year-specific bracket and fee
- Verify legal name and USDOT.
- Select category and year.
- Review the applicable vehicle bracket.
- Use the official fee for that year.
- Complete registration and retain the receipt.
Do not reuse an older fee table. Service fees are separate from the program fee. Verify the portal before responding to unsolicited payment reminders.
5. Verify completion and track the next cycle
Confirm the selected year shows completed registration. A pending card charge or intermediary email alone does not establish completed filing. Save confirmation with the supporting count and plan the next review. Handle missing prior years individually.
Enforcement consequences depend on jurisdiction and violation; there is no universal fine per weigh-station visit. UCR does not renew USDOT, insurance, IRP or IFTA.
