NY HUT and Connecticut HUF: Registration and Filing Guide
NY HUT and Connecticut Highway Use Fee are separate from IRP and IFTA. Review each vehicle, configuration and route before travel, then verify credentials and later returns. Registration does not settle taxes for future trips or replace oversize/overweight authorizations.
In this guide
1. Define routes and vehicle details
Gather VIN, plate, truck/tractor, trailers, unloaded weight, gross weight, axles, cargo and states traveled. Do not apply one program's threshold to another. This guide covers NY and CT; assess other states separately. No universal highway permit covers every state tax.
2. Compare NY and CT eligibility
| Program | Initial criteria | Later reporting |
|---|---|---|
| NY HUT | Review gross weight over 18,000 lb and unloaded-weight-method criteria: trucks >8,000 lb or tractors >4,000 lb, with exceptions | Frequency assigned by NY. |
| CT HUF | Gross weight of at least 26,000 lb and FHWA classes 8–13, subject to exclusions | Quarterly myconneCT returns. |
CT FHWA classes describe configuration, so weight alone is insufficient. For NY, review the method, vehicle and exceptions together.
3. Obtain required registration before covered travel
- Confirm entity, tax account and covered vehicles.
- Select the official program and transaction.
- Submit vehicle details and check approval.
- Verify certificates and decals where required, including NY placement instructions.
- Retain credentials and reporting instructions.
CT HUF registration uses myconneCT and is not identical to NY's certificate/decal process. IRP credentials do not substitute for either.
4. Record mileage and weight for returns
Maintain traceable trips and state mileage per vehicle and period. Support any claimed excluded mileage, weight and configuration. CT filing is quarterly and registered accounts must report even during quarters with no CT operations. NY starts with quarterly returns unless another frequency is assigned and can require returns with no tax due. Check your actual account frequency.
5. Check payments, changes and closure
Verify acceptance, payment and valid credentials. Update vehicles and material registration details. Stopping travel does not automatically close the account; follow closure and final-return instructions. Special loads can also need size/weight permits. IRP and IFTA do not remove those requirements.
