How to Apply for IRP Apportioned Plates in NJ and NY Without Common Errors

IRP apportioned plates let a commercial vehicle operating in two or more member jurisdictions register through a base jurisdiction. New Jersey and New York require different forms and supporting evidence. Reviewing your base, title, insurance, registered weight and tax documents before applying helps prevent incomplete submissions and corrections.

Quick answer

Evaluate IRP when your vehicle operates in two or more member jurisdictions and has two axles with a gross or registered weight over 26,000 pounds, has three or more axles regardless of weight, or operates in a combination exceeding 26,000 pounds. Your base jurisdiction issues the apportioned plate and cab card.

What are IRP apportioned plates?

IRP stands for International Registration Plan. It is a registration agreement among member jurisdictions in the United States and Canada for eligible commercial vehicles operating across jurisdictional boundaries. A carrier applies through its base jurisdiction, which collects and distributes the applicable registration fees and issues vehicle credentials.

The apportioned plate identifies the registration. The cab card lists member jurisdictions and registered weights. These credentials do not replace operating authority, IFTA, applicable taxes, Form 2290, or oversize and overweight permits.

Who needs IRP plates in New Jersey and New York?

Eligibility depends on the vehicle and its intended operation. Generally, an apportionable power unit operates or is intended to operate in two or more member jurisdictions, transports people for hire or is primarily used to transport property, and meets at least one of these criteria:

  • Two axles and a gross or registered weight exceeding 26,000 pounds.
  • Three or more axles, regardless of weight.
  • A vehicle combination with a combined gross weight exceeding 26,000 pounds.

NJ MVC lists exceptions including recreational vehicles, vehicles displaying restricted plates and government-owned vehicles. A truck operating only within one state may require commercial registration without necessarily needing IRP. Review actual routes rather than relying only on the company's address.

Requirements for IRP registration in New Jersey

To use New Jersey as a base jurisdiction, a carrier must establish the required connection to the state and document its vehicles. The NJ MVC guide identifies these requirements:

  • An established physical place of business in New Jersey and acceptable proof of address.
  • Fleet mileage accrued in New Jersey and operational records maintained or made available there.
  • A New Jersey vehicle title on record before the IRP application can be processed.
  • A completed IRP application and supporting documentation.
  • Applicable insurance evidence. NJ MVC's IRP page specifies the certificate and coverage required when placing an apportioned vehicle on the road.
  • Reliable distance records, including trip sheets or driver records.

A P.O. Box, virtual address or agent's or consultant's address does not satisfy NJ's established-place-of-business requirement. Review the current NJ MVC IRP instructions and IRP Carrier Guide before applying.

Requirements for IRP registration in New York

New York uses its own IRP application package. The NY DMV IRP-16 booklet instructs applicants to submit a new account application with all required documentation. Depending on the case, prepare:

  • Schedule A & C, form IRP-6, and Schedule B, form IRP-5.
  • A New York title or title receipt, or the applicable out-of-state title documentation and sales tax clearance.
  • Owner authorization if the registrant is different from the vehicle owner.
  • An acceptable New York insurance identification card or the regulatory alternative specified by DMV.
  • Proof of Heavy Vehicle Use Tax, Form 2290, for vehicles registering at 55,000 pounds or more.
  • Identity documents, incorporation or DBA evidence where applicable, and acceptable proof of an established residence or business.

Ownership, financing, entity type and weight affect the supporting documents. Read the NY DMV IRP-16 application booklet. The version reviewed states that new account applications must be processed by mail and that applicants should wait for the invoice rather than sending payment with the application.

How to apply for apportioned plates step by step

  1. Confirm vehicle eligibility. Review axles, combined gross weight and intended interstate operation.
  2. Choose the correct base jurisdiction. Meet its business, operational and records requirements rather than choosing solely for convenience.
  3. Align business identity. Legal name, DBA, address, USDOT and state documents should be consistent.
  4. Collect title, VIN, weight and insurance evidence. Check legibility, effective dates and the names of the parties.
  5. Complete current state forms. Use the latest NJ MVC or NY DMV application versions.
  6. Document distances. Keep trip and jurisdiction records that support renewals and audits.
  7. Review the package before submission. Check signatures, attachments and conflicting information.

How much does IRP registration cost?

There is no single price for every account. Fees depend on each jurisdiction's schedules, actual distance for the reporting period or the applicable average distance, registered weight and vehicle characteristics considered by particular jurisdictions. The base jurisdiction calculates and collects the apportioned fees.

Ask for government fees and administrative service fees to be shown separately. A sample calculation in a manual is not a quote for your truck or fleet.

Seven common IRP application mistakes

  1. Choosing a base jurisdiction without satisfying its address and operational requirements.
  2. Submitting a title incompatible with the base state's requirements or the declared owner.
  3. Using inconsistent legal names, addresses or identification numbers.
  4. Leaving out owner authorization when the owner and registrant differ.
  5. Providing expired, unreadable or unacceptable insurance evidence.
  6. Reporting the wrong weight, axle count or combination configuration.
  7. Failing to keep complete vehicle distance records by jurisdiction.

IRP, IFTA, USDOT and MC: what is the difference?

  • IRP: apportioned vehicle registration and credentials for member jurisdictions.
  • IFTA: fuel tax reporting and distribution. IRP does not replace it. See our IFTA permit assistance.
  • USDOT: an identifier used by FMCSA to monitor safety information and regulated operations.
  • MC or operating authority: federal authority required for certain operations, such as some interstate for-hire carriers. It is not a license plate.

The combination you need depends on your operation. Obtaining one registration does not automatically activate the others.

How do you renew apportioned plates?

Review fleet information, vehicles, weights, jurisdictions and reporting-period distances before renewal. NJ MVC supports IRP fleet renewals and payments through mCarrier. For New York, follow the International Registration Bureau's renewal notice and package. Address changes, title issues, vehicle changes and insurance discrepancies should be resolved before submission.

Frequently asked questions about IRP in NJ and NY

Can I use a virtual business address for NJ IRP?

NJ MVC's guide excludes a virtual address, P.O. Box or agent's or consultant's address as an established place of business. You must demonstrate the required connection to New Jersey.

Does IRP allow me to operate in every state?

The cab card recognizes registration in member jurisdictions. It does not replace operating authority, permits, taxes, size and weight limits or other state requirements.

Do I need Form 2290 for IRP?

Heavy Vehicle Use Tax evidence may be required. New York's package requires it for vehicles registering at 55,000 pounds or more. Check current requirements and exceptions for your vehicle.

Are IRP and IFTA the same?

No. IRP concerns apportioned vehicle registration. IFTA concerns fuel tax reporting and distribution.

How long will my application take?

Processing depends on the agency, submission method, season and completeness of the file. Easy Truck Solutions does not guarantee approvals or processing times.
